A Filed Heating-Aid Application Isn't a Vendor Payment
Heating aid: an application is no payment guarantee

The Situation
Keep each billing step clear New York's Regular HEAP applications opened November 2, 2026. For a propane office, an inquiry, a filed heating-aid application and a confirmed benefit need separate billing statuses. Record a vendor payment when it arrives.
The Facts
Check the local program LIHEAP funds state, territory and tribal programs. Federal guidance says each designs its own program within federal rules. Check local rules for who qualifies, how to apply and how payment works.
New York is a current example. ACCESS NYC says Regular Home Energy Assistance Program (HEAP) applications opened November 2.
Erie County lists its own benefit group for households that pay directly for propane, oil or kerosene. Renters whose heat is included in rent fall on separate lines. The household's circumstances affect the benefit.
Application routes also differ within the state. Erie County accepts online applications through mybenefits.ny.gov. It takes paper forms by mail, fax or in person. Supporting documents can go through NYDocSubmit.
City residents can apply for the Regular benefit through ACCESS HRA. New York City's Human Resources Administration also lists HEAP-office and mail options.
Business Impact
Verify the vendor-payment terms Read the payment terms closely. New York City's HRA says Regular benefits go straight to the heating vendor for households billed for heat by actual usage. The cited page does not spell out how that rule applies to a delivered-propane account.
Keep that gap visible. A current referral note can give the office a way to apply and a local contact for account questions. The New York examples describe their own programs. Dealers elsewhere need their own program's rules.
Ask your local program contact to confirm the account's award and vendor-payment terms. Which contact will your billing team use?
